MONTHLY SALARY RANGE:  (A) $3776 - (G) $5061

POSITION REPORTS TO:  Deputy Director 

Definition:

Under general direction, performs a wide variety of responsible and technical work primarily related to the administration of the Housing Choice Voucher Program, including coordination of participant eligibility, annual certification, Housing Quality Standards inspections, Section 8 Management Assessment Program (SEMAP) certification, MTCS/PIC transmission, Family Self-Sufficiency (FSS) activities, participant and property owner education, and supervision of assigned staff. 

Description of Duties and Responsibilities:

The following represents the major essential and secondary duties of the position, however, they are not intended to be all-inclusive.  The Housing Authority reserves the right to change, re-assign, or combine job duties at any time. 

Essential Job Functions:

The Assisted Housing Supervisor manages, monitors, and maintains high performing Housing Authority and program specific activities; essential job functions include, but are not limited to: 

·                     Effectively contribute to Housing Authority administration efforts as a responsible senior staff member;

·                     Assist in the development and implementation of agency and department priorities and objectives;

·                     Provide leadership and guidance to staff to achieve high quality and timely results;

·                     Perform supervisor functions, including periodic and annual performance evaluations;

·                     Review staff work to determine completeness, accuracy, and compliance according to established regulations, policy, and procedure;

·                     Assist with MTCS/PIC transmissions, and SEMAP certification to achieve high performer status;

·                     Assist in appropriate discussion and revision of program policies and procedures;

·                     Prepare periodic presentations, and written and statistical reports; troubleshoot problems and recommend corrective actions;

·                     Demonstrate consistently high level of internal and external customer service; interact positively with staff, participants, and general public; respond to and effectively resolve inquiries, problems, and/or complaints;

·                     Serve as the Family Self-Sufficiency Program Coordinator, and assist in the preparation of the FSS Coordinator grant application; and

·                     Other duties as assigned. 

Qualifications:

Education and training equivalent to graduation from a four-year college or university with coursework in public administration, social science, or a related field, and three years progressively responsible experience in the administration of public, Section 8, or affordable housing programs.  Minimum of three years supervisory or management experience is required. 

Must possess strong organization, analytical, and communication skills; ability to plan, organize and manage multiple assignments, interpret and implement government regulations, policies and procedures; ability to calculate and understand basic mathematical calculations such as fractions and percentages; work independently and communicate effectively both orally and in writing; establish and maintain effective working relationships with agency staff, low-income housing program recipients and the public; and skill in organizing and implementing new programs and projects.

Must also have knowledge of:

·                     Principles of effective supervision and training techniques to lead staff to common goals;

·                     Operations, services, and activities of a public tenant-based rental assistance program;

·                     Principles, practices, methods and techniques related to the operation of a tenant-based rental assistance program;

·                     Interviewing and counseling methods, techniques and procedures;

·                     Legal mandates, policies, rules and regulations, and their application to a variety of occupancy eligibility procedures;

·                     Modern offices practices, methods, and computer equipment and software; and

·                     Principles of business letter writing, basic data collection, record keeping, and report preparation. 

Special Requirements:

Essential duties require the following physical skills and work environment: 

·           Ability to work in a standard office environment with ability to sit, stand, walk, kneel, squat, and climb; exposure to cold, heat, outdoors, and electrical hazards; ability to travel to different sites and locations (physical may be required prior to employment to ensure ability to meet physical requirements of the job). 

·                     Must be capable of performing light lifting of up to 20 pounds while in the office, predominantly paper products, small office equipment, files, etc.  Many files are retrieved and stored in overhead shelving; these files may weigh up to 20 pounds.  Files may be carried a distance of up to 100 feet from desk to storage facility.

Condition of Employment:

  • Ability to be bonded by the Housing Authority’s fidelity bond carrier.
  • Pass a pre-employment physical and drug screening.
  • Fingerprint clearance and criminal background check will be required as a condition of employment.
  • Ability to provide proof of U.S. Citizenship, or if a legal resident, either proof of lawful admission for permanent residency or authorization for appropriate work issued by the U.S. Immigration and Naturalization Service.
  • Possession of a valid California Driver’s License and acceptable driving record.  Ability to be insured by the Housing Authority’s auto insurance carrier.

 

EMPLOYEE BENEFITS

 

THE SALARY RANGE is composed of seven steps, each representing an increase of approximately five percent.  Appointments are normally made at the minimum salary, with annual increases at the end of a one-year probationary period, and at the annual anniversary rate, based on employee performance, until the top of range is reached. 

TWELVE HOLIDAYS  are observed by the Housing Authority each year. 

VACATION is accumulated, and available after completion of 12-month employment probation period.  Twelve days are granted to regular employees, accrued at the rate of average monthly hours of employment.

SICK LEAVE is accumulated, and available after 6 months of employment.  One day per month is granted to regular employees, based on the average monthly hours of employment. 

RETIREMENT benefits are provided by the Public Employees Retirement System. UHA pays 75% of employee contribution.  In order to qualify for Retirement Benefit employee must work a minimum of 1040 hours per fiscal year starting July 1 and ending on June 30 of any given year. 

HEALTH INSURANCE for employee, pro-rated for average monthly hours of employment, is paid by the UHA.  UHA pays 75% of Dependent Health Insurance Costs.  In order to qualify for Health Benefit employee must work a minimum of 1040 hours per fiscal year starting July 1 and ending on June 30 of any given year. 

DENTAL INSURANCE for employee is paid by the Housing Authority after completion of 12-month probation period.  Additional coverage for employee dependents is available, at employee expense.  Regular, full time employment is required to qualify for employer-paid dental benefits. 

DEFERRED COMPENSATION plan is available to all Housing Authority employees, at their option and cost.

EXAMINATION:

Applications will be reviewed for relevant experience, educations and training.  Applications must be complete for proper evaluation.  Only the best qualified applicants will be invited to the testing and/or interview process, which may include any combination of oral, written or performance examination.
